Sherman Stacey is a Partner at Rand Paster & Nelson LLP and formerly a Founding Partner of Gaines & Stacey LLP. He is a recognized authority in the governmental regulation of land use and development.

Sherman concentrates his practice on land use planning, permitting, and regulatory compliance. He has conducted more than 1,500 hearings before the California Coastal Commission and has appeared before numerous state and local administrative agencies regarding the adoption of land use plans and permits. His extensive experience navigating regulatory bodies provides clients with valuable insight in securing and managing development approvals.

In addition to his regulatory practice, Sherman has significant experience serving as transactional counsel on the acquisition, sale, financing, and development of real property. He is admitted to practice before various federal courts, including the United States Court of Appeals for the Ninth Circuit and the United States District Courts for the Central, Northern, and Southern Districts of California.

Sherman’s long-standing career in land use law, including decades of independent practice prior to co-founding Gaines & Stacey LLP, reflects a deep understanding of California’s regulatory landscape and development process.

Sherman is admitted to practice law in Utah and California.
