Attorney Profile

Olivia is an experienced land use planner and project manager with a strong background in affordable housing. She has spent her career focused on guiding projects through the complex entitlement processes in the City of Los Angeles and the surrounding jurisdictions of Long Beach and the unincorporated County of Los Angeles. Olivia provides detailed due diligence on land use and site conditions to generate creative entitlement solutions for expedient approvals. Using the implementation of the Transit Oriented Communities Guidelines and density bonus law, she has contributed to the approval of over 2,000 market rate and affordable units. In addition to housing, she has also worked with non-profit clients on the entitlement of unique uses such as the Japanese American Community and Cultural Center renovation and the Compound, Long Beach, a new cultural space and restaurant concept. 

Before joining RPN, Olivia was as a Senior Development Manager at SoLa Impact where she was responsible for the due diligence, entitlement, design direction, and permitting of over 400 covenanted and naturally occurring affordable housing units. Prior to SoLa Impact, she led the entitlement of various multi-family projects, mixed use buildings, and hospitality spaces as a Senior Project Manager at the land use consulting firm, Three6ixty. During graduate school, Olivia worked in the Planning Bureau in the City of Long Beach on the Alcohol Nuisance Abatement Ordinance, which won the APA California Award of Excellence for Implementation. Her experience in public and private planning and ground up development enable her to provide effective entitlement strategies for successful projects.
